There are some online tools that do this. http://www.navigram.com/ has one.

You may also be able to run the Dulux/Resene colour planning software under
wine... or other Windows software to do this.

You could also do this under Linux with GRASS/NVIZ or with OpenDX, but it would
not be straightforward. I don't know if any Linux CAD offerings have reached
that level of functionality yet....
