Ian,

CYCAS probably fits this description, but looks pretty complex -  
never used it myself so i cant really say if its any good.

You might try something like 3dspacer.com (online tool in Flash)  
though thats pretty limited.

You could use Blender for this, but it will be quite a bit of work,  
especially if you havent done any 3D modelling before. - Blender isnt  
really that well suited to architectural modelling since it lacks  
native parametric constraints (you could implement your own with   
python, but that would not be straightforward), but if you have a  
floorplan you can scan in it shouldnt be too difficult to create  
walls, floors ceilings windows and doors to fit. But of course then  
you need to worry about lighting and texturing. You would also need  
to find a decent library of 3d interior objects, as making an entire  
houseful of stuff is not an easy task.

Otherwise, try running something like Floorplan3D for Windows under  
WINE.
