With telstra cable and your static IP you definitely don't
want DHCP on the WAN side.  All you really need to make sure
is that the static IP is tied to the right interface, that
the default gateway is the IP of your concentrator, and that
your IP-Tables rules reflect the static IP rather than the
ppp that you originally had doing the NATing.
