Vote for WorldxChange DSL services here.  They do peer at WIX ;-)

Yes, its still DSL, and still subject to their outages, but I've actually 
found mine quite reliable.

That, and their guys are quite clooful, and theres a referral credit if 
someone joins and identifies you as the referree :)
