The easiest method is some sort of network share. You have a couple of
options. If you're mostly Windows/Linux based and all working on a
local network go with Samba. If you have MacOS clients set up
netatalk, it's faster than Samba. If you're working remotely set up
WebDAV in Apache.

All of those methods have good security and SMB and WebDAV have
built-in support in Windows to various extents.

You could also set up a web upload form, it might work a bit better
depending on how technical your users are, especially since they could
be given a link to the content at the end of the upload. I've never
gone down this route.
