I would expect that if you have the web page files generated by 
Frontpage it should be possible to use those a source information for 
practically any html editor. I would use wordpad in combination with a 
standard browser to view them before uploading pages. Unfortunately, 
Frontpage adds a lot of unnecessary stuff to html, so you probably have 
some cleaning up to do.
