Yes, though I don't think that will resolve your long-term problem.

  22,0 for the disk, ,1 for hcd1, etc.

Do you mean 6.06.1 or 6.10 -- there is no Ubuntu 6.1.

Anyway, the longer term issue here is that those device nodes are
supposed to be created by the 'udev' process when the hardware is
detected.

If that isn't happening then it will vanish every time you boot -- /dev
is not persistent on Ubuntu.

You should check Launchpad to see if anyone has filed a similar bug and,
if not, report your problem against the most recent of the kernel or
udev -- whatever it was that changed when your CD-ROM vanished.
