It may pay to check the routing - IIRC ftp.nz.debian.org is currently
a peered site, and neither TCL nor Telecom "do" peering in NZ - your
traffic is probably bouncing on their international routers :-)

I suspect that one of the reasons we lost "national tarriff" was to
avoid showing up how bad they are at this Internet-cooperation-peering
stuff :-|
