Yeah, evil non-peering TCL cable without phone is $50/mo for 10GB; the 
cheaper plans aren't available without a phone line, as far as I know.  
iTalk works over that quite happily, as I'm sure Xnet VFX does too.  
iTalk have the advantage that they let you use whatever SIP device / 
asterisk / etc that you want, whereas Xnet at least used to restrict you 
to blessed Linksys gear (IIRC; this may well be wrong or have changed).

Our flat has never had a phoneline, only the cable modem and one of a 
number of VoIP services.  There was much rejoicing when we got a 
Wellington number -- at one stage we had to confuse people by giving 
people an Auckland number and then had to persuade them that this did 
actually ring a phone in Wellington :-)

Of course with naked DSL and LLU coming in everything may be different 
in six months -- I'm not holding out much hope, but you never know...
