Sounds like something you might have on an Intranet under 'FAQs' or similar.
Or simply what you might call a 'Welcome Pack' given to employees when
they start.
So put simply, someone writes it, publishes it to the intranet / hard
copy, and then it gets periodically maintained. Surely wouldn't take more
than an hour or so to knock up the basics?
