I know how they work. I was one. Email would not work for most of the
conventional stuff they do. Each has an email address of course, but
formal documentation is required of most stuff they do, so email would
not be satisfactory. Found property has a low success rate. Most people
don't enquire, only a small percentage is handed in. It is not a legal
requirement. So they often have property sales where the unclaimed
property is auctioned. Meanwhile, all the administration required for
the system detracts from the activities thought to be more important.
