my first question is what is the .1 and the .3 in reference to? If you

My impression was that Ubuntu just made two main releases per year, the
April (04) and the october (10) releases.
It's possible, and likely give the unavailabilty of the .1 versions of
their Long Term Support (LTS) release that .1 and .3 have exactly the
same package versions, but maybe some minor script updates, or bugfixes
have been done.. like spelling mistakes, or minor stuff like that..

It won't be dangerous by any stretch. If it was, the mirrors would
still archive old releases. They appear to be pretty careful about
maintaining package versions on their releases (which is why they make
"major" releases so often).
