In defence of iserve, it's not just them.  It's tied to the legal 
transfer of ownership and the need to be verifiably a real person or 
entity IAW DNC policy, and ensures that both sides of the deal are 100% 
aware of what's going on, has human oversight, etc etc...

I've never seen an 'electronic' change of registrant system. (Stand 
ready to be corrected, my experience is with a couple of .nz outfits and 
a couple of .com/net/org outfits respectively...)
