Being the recipient of a codec pack that is not permitted to be 
'redistributed' based on what you just said, is likely not illegal.

You're not distributing it; you're installing it.

(The point about installing on a non-windows machine would still be valid, 
of course.)

For most of the codecs in the "win32 codec pack", simple contract law: the
license agreement for the codec doesn't permit redistribution, so it is
against the law for the folks upstream to collect these together and ship them
to you.
