If it is done properly (IMHO), I've found the rules are there to restrict the
power of the elected authorities, & constrain their role to that of doing what
the members want them to. They include rules that allow committee members to be
voted out, votes of no confidence, etc, rather than empowering the committee to
run as dictators.
When committees tend to take over, in my experience, it is generally because
the committee comprises virtually the entire active membership anyway, & the
bums on seats only turn up to complain, never contribute. A situation I hope
Wellylug doesn't end up in.
