Yes, you're welcome to link to other places for buy/sell/exchange/whatever
along the same sort of lines as other links off site.  (Banner ads would
be a bit much!)

That would be effectively the same as putting the listings on the
website, so no.

Really there are any number of buy/sell/exchange sites, newsgroups, et
al, available -- I don't really see how another one for LUG members is
going to of much benefit at all.  (The biggest advantage of any
such thing is the size of the audience -- ie, potential people to trade
with.  This is how TradeMe, eBay, et al, get their advantage.)
