[wlug_org] First draft of WellyLUG rules and guidelines

Can't say as I am surprised. 

He is getting a pretty hard time adjusting to his forced change in
lifestyle. Add the frustration of wanting to keep the group from
overdoing the Committee bit, and some issues with Linux at home and it
all becomes too much.

Let's attempt to understand and support his decision, and offer whatever
Linux support we can anyway.
