As I pointed out earlier there is a difference between guidelines and rules 
in that one expects rules to be enforced by someone.  I expect that you're 
not proposing we appoint someone to enforce these mailing list 'rules', I 
also think things can get ugly when everyone takes it upon themselves to 
batter down the transgressors of 'rules' - usually just inflames things and 
detracts from the mailing-list.

The usual thing is to have guidelines, that clearly spell out what conduct 
is expected.  Occasional transgressions are expected and tolerated.  If 
someone is clearly un-aware of the guidelines, then educate them.  If 
someone is continuously disruptive to no benefit to the group then ban them 
(should be an extremely rare occurrence).
