The UDAI does allow the domain to be transferred to another registrar.
It also often allows maintaining details of the zone registration (eg,
nameservers) -- depending on the registrar of course.
The UDAI doesn't expire, but it will be regenerated in various
circumstances, such as changing the name/address details of the holder
of the domain (even typo fixes, the assumption is that a change
implies a new person).
So having the UDAI is useful if you're merely unavailable, but "UDAI
escrow" (which is what you're talking about) isn't really a defense
against people turning bad.
The "fix" to this problem is for Wellylug to become an entity in its own
right (ie, incorporated) which can hold things, like a domain name, in
its own name.
