What sort of 'property right' if any is involved in a registered domain 
name?  As far as I can see (with zero legal backgroud ;-), it is just an 
entry in a database, there's no legal requirement anywhere that the 
registrant be a 'legal entity' of any sort (if so under what 
legislation?).  The only impediment would be the policy of the domain 
registrar.  I don't really see why the domain can't be registered to 
"Wellington Linux Users Group", and a member's contact details given.

All of that assumes there is a problem that needs fixing, which there 
probably isn't ;-)
