I suggest generalising this away from advertising, up to "any breach of
list protocol".

Then your friendly reminders can just be a report of the full list FAQ,
with a highlight to the appropriate sections.

Consider also the friendly reminders that will need to be sent to
individuals who ignore the work you do as list admin, and decide to haul
someone over the coals publically at the first offence. What happens to
them? (Same thing, hopefully).

However, the more rules there are, the harder the list administrator's
job becomes.

At the 4th offence position, you don't say what happens after
de-listing; what if a person re-joins? When can they rejoin?

I don't have any solution for these questions, except to note that I'm
not as pessimistic as Ewen is about "off topic" posting detracting from
the value of the lists :-) If I was running the list, I wouldn't bother
with such a restiction -- I'd just say "As the donator of the list, my
decision on anything is final" and leave it at that. Having a thick skin
is a requirement :-) (Note that I already effectively say this on the
CLUG wiki website, which I host)

Many of the clearer heads on the list have already realised that
volunteers run things, and are essential; therefore you shouldn't annoy
the volunteers unless you intend to offer your own services in
replacement.
