Yes!

I've stuck a script into /etc/init.d, running at S95 in runlevel 2,
which does the ifdown then ifup automatically upon booting. Hides the
problem from my sight, but doesn't cure it.

Statically assigned.

I stress that this setup was working perfectly for months.

BTW - My workstation talks to the gateway via a 100MB/s switch.
