Could look at   www.wcn.net.nz   ,  they provide free hosting for 
Wellington non-profit outfits (sponsored by WCC and 2020 Trust).  
They run Apache on Woody.  You can have  wlug.wellington.net.nz  
(for example) or register your own name.  You can set up as many E-
mail addresses as you like, set up a ezmlm list, SSH log into the server 
and set up cgi.bin's.
