No, it doesn't.
But MPEG-2 is licensed and I don't believe there is any freely available
implementation which isn't breaching that license.
Encoding with other codecs (MPEG-1, MPEG-4 derrivates for the interim,
etc) is not currently encumbered by licensing which you'd need to pay for,
obviously depending on the codec.
