The Open Community would not exist without  ''rules.'  If they look 
similar, it is because they probably are.  This is how democratic 
processes work.  All the rules are intended to do is give substance to 
what we think we have doing already and enables us to make shared 
decisions. 

If they lack relevance, it may be because  we have misunderstood.  What 
is the purpose of the User Group, and how does it decide it wants to do 
something, and who will do those things?  Let us see if we can agree on 
that first.  In fifty words or less.

No one need be forced to join a group, but there might have to be 
agreement on sharing of any costs unless one of us becomes a benefactor.
