[wellylug] Lower Hutt Meeting and framework

At the Lower Hutt meeting last night we had an informative and interesting
discussion about the proposed Rules and the reasons for having them. General
consensus was that this is a good thing and should go forward to the
Wellington meeting in ~2 weeks.

Points raised and modifications suggested were incorporated into the draft
and a new draft has been put on the Internet here:

Please re-read carefully. This is very simple and basic and does not
describe why the LUG would want them or not, which is the essence of the
discussions going on at present.

As the discussion has started to become somewhat emotive and out of context
on the mailing list I will not respond until the meeting. 
I am acting in good faith with others on the basis of suggestions made by
others. 

I hope a good number attend the next meeting.
