Yes, but it's going to have to be a *lot* of folders to get them down to reasonable sizes.  There's quite a hit on your IMAP server when you open an mbox, as it has to read the whole thing in to find out the starting locations of all the messages.

Procmail can deliver to Maildirs :-)
