I have been wondering about this ... If you are using an ISP which says
"national traffic is free" or "national traffic only counts 10%", and you access
a New Zealand web site, then you can very reasonably expect to be charged at the
cheaper rate.  If that is not true, then I would certainly be getting in contact
with the Commerce Commission.

(I'm in the same situation as Rob --- Saturn, cable, paradise --- so I will be
investigating our situation when I get home...)
