I have a box of these on my desk at work.
We use them to feed standard 3-Pin power strips from IEC power strips that
are within 19" racks and fed via high-ampage PDUs.
Pretty sure we got them from Jaycar....

As for your UPS requirements, they dont sound spectacularly unusual, and
most of the better names will play nice with upsd or are supplied with
their own daemon. The catch might be the need to interact with more than
one host...
... I dare say you should check out a few vendors directly.
