Why are you doing a fresh install ?

 

Backing up /etc when going up a major revision isn’t a wise idea, config files will have changed

 

Do you have any spare space ? my suggestion would be two new partitions one for /home and one for /usr/local, and then when you do the fresh install you only need to tell Ubuntu about the two partitions and what they contain, when it comes to the partitoning stage use manual partitioning and not guided. Then you can specify mount points for the partition and tell the installer not to format the partition.

 

Do you have a second machine running Linux ? if so you could also have your /usr/local and /home directories sitting on it as exports and mount them from there
