I personally use WorldxChange and generally have had a good experience; 
most of the problems have been tied to the Telecom landline!

You'll need a Telecom phone line, and dialtone, I believe.  Naked DSL is 
close, but not quite there yet - so youre right, you need phone service on 
the line before DSL will work.

That said when Naked DSL finally rolls along you'll be able to can it I 
assume.

You don't really have any other options; Between TC Cable, Telecom DSL and 
Wireless options, DSL is likely to be the fastest, Lowest in Latency 
terms, and most reliable.  And Xnet are a good crowd.
