The whole point being that the larger audience isn't interested in those 
subjects, therefore the posters are spamming all those who are not 
interested in buy/sell or organisation/admin topics.
(If the larger audience does in fact want these things then why don't they 
subscribe?)
I note only a small number bother to buy into these off topic discussions.

There is only ONE rule (and a simple one at that).  The noise was from the 
discussion about that rule after an over zealous (un-official) attempt to 
chastise someone about it.  Subsequent discussion was from people being 
upset about Jethro's post - a post resulting from me calling for some 
formal procedure to be followed before anyone even thinks of trying to kick 
people out (ie it shouldn't be on an ad-hock basis).

I think Jethro's proposed procedure is fine (and we can perhaps worry about 
how people are re-instated if we ever actually throw anyone out :-).  The 
problem is that people didn't see the context of his post - Perhaps a 
preamble to the effect that -

"Noting the discussion about throwing people off the list due to 
transgressing the list 'rules' (at present there is only one), we propose 
there be a formal procedure so that people are given fair notice that they 
are causing a problem :
<Jethros procedure>
(Please note there is not at present any official attempt to toss anybody 
out and as this procedure indicates it would only be a last resort if 
people are very disruptive)"

would have helped.
